Who else has a church size that is less than 20 people. How do you keep things fresh and how do you motivate members to ask others to church?

To any and all who vist this message board...
I am a local independent pastor in Beaumont, CA 92223...started a few months ago...still attendence is 0...have spoken with another pastor (Baptist) who has been in area for some time and he has about 20 the last time I spoke with him. He has used serveral different efforts, but with not much success.
I am wondering if ESCN or any "other larger formal group" has access to people, such as a database of people interested in helping new church plants get started.
I found out about ESCN from outreach.com.
Any help would be most appreciated.
